This study explores the intricate nature of water-related risks to urban communities through a Social-Ecological-Technological Systems (SETS) framework. By integrating hazard, exposure along social, ecological, and technological dimensions of vulnerability, the study offers a differentiated understanding of the risks posed by water-related hazards in urban environments. A hydrological, urban risk index was developed for the City of Barcelona. Seventeen indicators were quantified using historical and modeled data for sewer overflow and flood events. The applied framework offers valuable insights to inform decision-making aimed at mitigating risks by accounting for social, ecological, and technological vulnerabilities, along with identifying risk hotspots where multiple vulnerabilities and exposures converge. The spatially explicit urban risk framework can be applied to other regions confronting sewer overflows, flooding, and similar environmental threats. Mapping SETS risks provides guidance for policymaking geared towards fostering the development of more resilient cities in response to extreme events and the impacts of climate change.

Graphical abstract: Risk-based approach analytical framework with Social-Ecological-Technological Systems dimensions of vulnerability

Title: A Social-Ecological-Technological Vulnerability Approach for Assessing Urban Risks.
