Conventional agriculture typically relies on linear production systems that degrade soil and undermine sustainable resource management and climate change mitigation. Urban and peri-urban agriculture has the potential to shift from conventional approaches towards circular strategies that enhance soil health. However, this transformation requires changes beyond agricultural practices to include institutional, cultural, and governance dynamics. This study identifies systemic barriers, stakeholder actions, and transformation pathways to healthy soil and sustainable urban agriculture through carbon and nutrient circularity. By combining the Three Horizons framework with grounded theory analysis, this study derives cross-sectoral themes and tangible actions for systemic transformation. Stakeholder mapping demonstrates the need for distributed leadership and intersectoral collaboration to enable circular practices such as implementing decentralized and proximity-based waste management, community led agricultural food networks, as well as supporting environmental stewardship through procurement and land policy. Moreover, three interlinking pathways for the implementation of circularity on a wider scale are identified to address system complexity: 1) localized material and knowledge flows; 2) socio-economic reconfiguration through communities and markets; and 3) policy and planning integration for resilience. These findings highlight that advancing circularity requires not only technical innovation but also participatory governance, market realignment, and regulatory adaptation. By integrating stakeholder perspectives into transformation design, the results demonstrate how a transformation to healthy soils for sustainable urban agriculture can be positioned as foundational infrastructure for regenerative urban and regional futures.<\/p>\n

L’agricultura convencional es basa habitualment en sistemes de producci\u00f3 lineals que degraden el s\u00f2l i menystenen la gesti\u00f3 sostenible dels recursos i la mitigaci\u00f3 del canvi clim\u00e0tic. L’agricultura urbana i periurbana t\u00e9 el potencial de despla\u00e7ar els enfocaments convencionals cap a estrat\u00e8gies circulars que millorin la salut del s\u00f2l. No obstant aix\u00f2, aquesta transformaci\u00f3 requereix canvis que transcendeixen les pr\u00e0ctiques agron\u00f2miques per incloure din\u00e0miques institucionals, culturals i de governan\u00e7a. Aquest estudi identifica barreres sist\u00e8miques, accions dels agents implicats (stakeholders) i vies de transformaci\u00f3 cap a un s\u00f2l sa i una agricultura urbana sostenible mitjan\u00e7ant la circularitat del carboni i els nutrients. Mitjan\u00e7ant la combinaci\u00f3 del marc de treball dels “Tres Horitzons” (Three Horizons) amb l’an\u00e0lisi de la teoria fonamentada (grounded theory), l’estudi deriva tem\u00e0tiques intersectorials i accions tangibles per a la transformaci\u00f3 sist\u00e8mica. El mapatge d’actors demostra la necessitat d’un lideratge distribu\u00eft i d’una col\u00b7laboraci\u00f3 intersectorial per habilitar pr\u00e0ctiques circulars, com ara la implementaci\u00f3 d’una gesti\u00f3 de residus descentralitzada i de proximitat, xarxes agroaliment\u00e0ries liderades per la comunitat, aix\u00ed com el suport a la cust\u00f2dia ambiental mitjan\u00e7ant la contractaci\u00f3 p\u00fablica i les pol\u00edtiques de s\u00f2l. Aix\u00ed mateix, s’identifiquen tres vies interconnectades per a la implementaci\u00f3 de la circularitat a major escala per tal d’abordar la complexitat del sistema: 1) Fluxos de materials i de coneixement localitzats; 2) Reconfiguraci\u00f3 socioecon\u00f2mica mitjan\u00e7ant comunitats i mercats; and 3) Integraci\u00f3 de la pol\u00edtica i la planificaci\u00f3 per a la resili\u00e8ncia. Aquestes troballes subratllen que l’avan\u00e7 de la circularitat requereix no nom\u00e9s innovaci\u00f3 t\u00e8cnica, sin\u00f3 tamb\u00e9 governan\u00e7a participativa, realineaci\u00f3 dels mercats i adaptaci\u00f3 normativa. En integrar les perspectives dels agents en el disseny de la transformaci\u00f3, els resultats demostren com la transici\u00f3 cap a s\u00f2ls sans per a una agricultura urbana sostenible es pot posicionar com una infraestructura fonamental per a futurs urbans i regionals regeneratius.<\/p>\n
