Tiene que ver con la b\u00fasqueda de cambios en diferentes niveles, incluyendo la escucha, la generaci\u00f3n de confianza, la construcci\u00f3n de pol\u00edticas, y el debate y aprendizaje en torno a la consecuci\u00f3n de un cambio sostenido y significativo.<\/p>\n\n\n\n<p>Esta es la definici\u00f3n de Comunicaci\u00f3n para el desarrollo que el PNUD aprob\u00f3 en 2006, en el Congreso Mundial sobre Comunicaci\u00f3n para el Desarrollo. La propuesta reflexiona sobre el hecho de que un sistema comunicativo transparente y accesible es necesario para desarrollar y mantener procesos de desarrollo, y tambi\u00e9n para garantizar los derechos humanos y la gobernabilidad.<\/p>\n\n\n\n<p>Entendemos la Comunicaci\u00f3n para el Desarrollo como un proceso en el que deben implicarse:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La sociedad civil, como protagonista del discurso que recoge sus inquietudes y necesidades.<\/li>\n\n\n\n<li>Los medios, ya sean p\u00fablicos, privados o comunitarios.<\/li>\n\n\n\n<li>Los profesionales de los medios, tomados individual o colectivamente a trav\u00e9s de sindicatos y organizaciones.<\/li>\n\n\n\n<li>Los poderes p\u00fablicos, que deben facilitar el acceso de todas las voces a los medios y garantizar el derecho de la ciudadan\u00eda a recibir una informaci\u00f3n veraz y de calidad, as\u00ed como el derecho a la libre expresi\u00f3n.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\">Recursos<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Postolski, G., Santucho, A., Rodr\u00edguez, D.
