The ICOS Cities-PAUL project has revolutionized urban climate governance by combining traditional emission inventory data with high-density atmospheric sensor networks, slashing reporting lags from two years to just weeks. Deployed across pilots in Paris, Munich, and Zurich, and encompassing a network of 15 European citie, including Barcelona, the initiative provided near-real-time, street-level “ground truth” to verify municipal climate policies, pinpoint hidden emission leaks, and help cities reliably track their progress toward the EU’s 2030 net-zero targets. By pairing empirical top-down atmospheric monitoring with standard bottom-up statistics, the project not only validated major emissions reductions in real-time, but also established accessible toolkits for resource-limited cities and co-authored new World Meteorological Organization (WMO) guidelines to standardize urban greenhouse gas monitoring worldwide.
